Phreaking is pretty much dead unless you have access to a PaBX. I still have my comms keys which unlock most public distribution frames/pillars, but haven't done anything on phreaking in a long time.

A lot of newer cell phones are booting a variant of Linux actually. IIRC the Motorola Razr runs nix, as well as a few others.

If you go into the PLA voice bridge, theres usually someone with 3 way calling that shows a few tricks, dialing into a switch, then from that into public distribution frames as haZed was saying.

Just a thought... Most phone networks are going digital, this includes cell phones.  This means that most phone hacks are now IP hacks just like everything else.  Analog line are almost dead!!  Even if phone are not VoIP they can still be digital:  For example we often hang a PBX off of a router.  This is not VoIP but the call end up on the same circuits as the data.  Therefore, the days of old skool phreaking are numbered if not already dead.  If you wanna have some phun with phones go digital with it!

Considering that this thread is at number 3 in this forum, I would say yes, Phreaking forum is dead.
